Our Pastoral Team
At our local church, we believe in the biblical model of plurality of pastor-elders for church governance. This conviction stems from a thorough study of Scripture, which indicates that the New Testament church was led by a plurality of elders who served as both teachers and overseers of the flock. We see this pattern consistently throughout the early church, where elders (also referred to as bishops or pastors) were responsible for the spiritual oversight, teaching, and protection of the congregation.
Currently we have two assistant ministers who are actively being prepared and assessed for recognition as pastor-elders to join our lead pastor/elder, Keith Dollar. This process involves continued biblical study, practical experience in ministry, and a demonstration of the qualifications outlined in Scripture, ensuring they are equipped to lead, teach, and shepherd our church effectively according to God's Word. We are committed to establishing a leadership structure that aligns with biblical principles, fostering a healthy and thriving spiritual community.

Pastor Keith Dollar
Lead Pastor
Born and raised in the DFW area, Pastor Keith Dollar experienced a life-changing encounter with Jesus as a teenager, leading him out of addiction and into a lifelong passion for reaching the lost with the gospel. He holds a B.A. in Biblical Studies from Criswell College and is a graduate of Christ For the Nations Institute. Currently, he is pursuing his Master’s degree at Grimké Seminary.
Before planting City Church Garland in 2016 - sent out from City Church International (CCI)—Keith served for over a decade as an Associate Pastor and Worship Leader at CCI. He now leads City Church Northside with a heart for authentic discipleship, gospel-centered community, and Spirit-led mission.
Keith and his wife, Kyndall, have been married for 13 years and live in Garland with their four children: Carson, Karis, Abigail, and Justus. In his free time, Keith enjoys jogging, biking, playing basketball, pickleball, and staying active through sports.
Kevin Diaz
Assistant Minister & Worship Leader
Originally from Brooklyn, NY, and of Dominican descent, Kevin Diaz came to faith in Christ at age 18. Since then, he has cultivated a deep passion for discipleship through teaching God’s Word, leading heartfelt worship, and building authentic Christian community. In 2006, he moved to Dallas to attend Christ for the Nations Institute, earning an Associate of Practical Theology and an Advanced Studies Diploma with a focus on Worship Leading.
Kevin and his wife, Lori, have been married for 18 years and live in Richardson, Texas, with their four children - Mikaylah, Mariah, Maddox, and Mathis. Two of their children are adopted, and Kevin and Lori actively serve as foster parents.
In his free time, Kevin enjoys sports, music, movies (especially Marvel), and occasionally playing PlayStation. He is also deeply shaped by the teachings of John Piper, Matt Chandler, Tim Keller, and David Platt.
